According to statistics from the Ministry of Education, as of 2025, approximately 230,000 people nationwide had obtained teacher qualification certificates, but only about 150,000 actually entered teaching positions, resulting in a teacher employment rate of only 67.35%.
In late April 2026, the Student Union of National Taiwan Normal University released the results of a survey of teacher education student. The survey found that as many as 80.1% of participants were worried about being complained about or investigated by parents, 70.6% believed that teachers were not respected by society, and 69.9% believed that the salary was not attractive enough.
This indicates that poor teaching environment is the primary cause of the teacher shortage. Whether the poor teaching environment simply flawed long-term education reform policies, such as the marketization of teacher professionalism, is an issue worthy of our in-depth consideration and attention.
